Photoshop will do that and much more.......

I've got Micrografx Picture Publisher that come with my scanner. It'll do that and many other things.

got photoshop elements, and the neon filter is absolutely brilliant. do a picture and put it as a background shot in the middle with a black background. it looks great.

Irfanview is brilliant. It's very fast and reliable, and does an awful lot of neat things. Sure, if you want to create some good web graphics you'd use something more substantial, but just for most general stuffing around, Irfanview is tops

Try desaturating the color of the outline layer then change the opacity of the outline layer. In Photoshop try the "overlay" on this layer.

You never know what you can do even with the most brain-dead tools until you mess around. I did this with Micro$oft Photo Editor. (Original was in true Black+White)
