Sidepod extentions

front wings on road courses & short ovals (Milwaukee, Iowa, and Richmond)

Wing support and adjustment mechanism (as long as it is not flexible - no "lay back" wings)

The teams don't use the wishbones from Dallara. They use a different design.

Champ Car didn't allow teams to test the Panoz DP01 Cosworth on their own in 2007 which reduced costs.

IIRC, an indycar race on ABC this year said that teams all have to use the same mirrors now.

well i dont know if you have heard this but racing cars cost alot of money, and one of the easiest ways to save money is to cut back on research and development. I think nascar's go a bit quicker than soapbox derby cars last time i checked anyway.

Race cars cost money--OH MY--if you can't pay, you can't play, yet you want sixth grade same crap, same pile fairness rules.
Sounds like the Soap Box Derby to me.
Now there, grade school rules have made even that rather boring.
