NASCAR says that by 2015, they'd like to supplement their written rulebook with an online version that includes technical illustrations along with text documents. They're also considering retiring some of their appeals panel members in favor of hiring technical experts.
I suspect that the latter is because NASCAR has gotten burned on so many penalties that got adjusted on appeal over the past year in a half, and hopefully the former, if they allow fans to view it (like in other motorsports, including NASCAR owned Grand Am, and this is currently being discussed as far as if fans can view it and how much of it) will help bring NASCAR up to the standards of other sanctioning bodies who post their rules online. It's also alleged that if NASCAR does this, it'll also help alleviate complaints from fans over a lack of transparency, inconsistency with rulings, and even allegations of favoritism from fans:
