It appears it was for a Champ Car commercial to be aired on Spike TV. I imagine the area was probably blocked to pedestrians for safety concerns and to ease production. Pretty cool stuff!

I believe that this was an early morning shoot, and as enemy-ace stated, the area was blocked off for the shoot. Here are two links to articles about the events:

Haha, Road Runner... kinda fitting, isn't it? I hope that Spike airs some commercials soon! There hasn't been one yet. Not even a "Coming Soon" commercial. Man, they better be promoting the heck out of the rest of the season!
