F1 penalties

What happened to the rule introduced in 2004 that all penalties will be considered and taken after the race?

In both the Monaco and European GP we saw drivers have drive through penalties for incidents during the race, have they abandoned the "trial by jury after the race"?

Rich R should be qualifying in the top 10 on the grid
most of the recent penalties have been for pitlane speeding though, something that isn't as debatable as whether driver a or b was in the wrong.

The rule was only introduced to crashes and that kind of incidents.

Penalties for pit lane speeding, ignoring blue or yellow flags and jump start will be still given during the race.

About penalties I have another question.
When Jarno Trulli stalled his car on the grid at Nürburgring and there were mechanics still on the grid when 15 second signal was given.

I know the rules say that penalty for that was right thing. But, Trulli was given "only" drive through which is much less than another option at that point, starting from back of the grid. I think that should be worth of stop/go penalty.

Bleu has the first situation summed up - collisions are analysed after the race, other penalties are awarded upfront.

The Trulli situation is itneresting. The same thing happened to DC in Canada one year, and in both cases I suspect the teams intentionally stayed on the grid to fix the problem ocne they realised they couldn't get the car running by the time they had to leave the grid. Jarno rejoined about 10th, which is probabyl where he would've been form the back of the grid (actually, at both Montreal and the Nurburgring you can expect to profit from turn 1 incidents if you're starting at the back), but with less wear on his tyres and no risk of being caught up in a turn 1 incident. There are probably grounds for a rule change there, although I think a drive-through is penalty enough for the infringement.

I think that it would be ok for a stop/go later in the race. But a drivethrough in the first 4-5 laps is way more harmfull than a stop/go later. With a stop go after the first pit stop you might be passed by 2-3 in the worst case, while with a drivethrough in the first laps you go to the back.

Don K has a lot of promise if they can keep it on the circuit!
But a rule infringement in the first rounds would probably bring more advantage (by the end of the race) than a rule infringement halfway the race.
