The UN define Russia as being in Europe, so it is in Europe as far as I'm concerned - it's also in the Council of Europe. Interestingly, some countries in UN defined Western and Central Asia have historical links with Europe to the extent that they are in UEFA, the EBU (ergo Eurovision) and the Council of Europe.
