ralf fan should be qualifying in the top 3 on the grid

i dont think they will have a grid penalty because i think they are running the same compounds for qually.......
But the actual penalty for changing tyres between qually and race is adding a minute to the overall race time...so if this is true it will be interesting what the FIA does...
