Who's the best driver not to have won a title?

I was thinking about this, and I couldn't think of an answer.

Obviouisly, Greg's name comes up, but I feel he would have won one had his career lasted a few more years.

Dario Franchetti? He got as close as you can get.

Surly there are some other names, so discuss!
