forgetting the US stuff for the moment ( i know nothing about it) yes a locked diff does initially do understeer and as Al says switches to oversteer once enough power has been applied, i've tried it in light lowish powered cars and it works, but with a heavy car and 500+bhp its going to be enormously difficult to get a setup that will allow a smooth slight tailout attitude, the things going to be on a hair trigger as to whether its going off backwards or forwards.
