Indy Rookie Orientation Program

Can anyone explain why Michael Andretti took part in the Indy rookie orientation program? I assume he saw the advantage of some 'refresher' laps but yet Al Unser Jr (equally semi-retired) didn't? Obviously it's compulsory for rookies to take the test but surely this isn't also the case for experienced but 'track rusty' legends?! Or was it a contractual thing that stopped Little Al? Any details gratefully received!
