The point of spec tires is not to be faster since they only compete with themselves. A good spec tire will be safe, reliable and reasonably consistent. It may also be relatively inexpensive and durable. It is not reasonable to compare a spec tire to a bespoke race tire. Even comparing different spec tires is not particularly useful as they don't compete with each other so may even have different objectives. An example would be the PC spec Michelins. In ALMS there was a time penalty associated with tire changes so multiple stinting was desirable, not so in IMSA.
