the A team certainly has the budget of works team so fair paly to exclude them but less so for the B squad so we will have to go 50/50 on that one.
but if thats the guideline i am curious to know how you would then categorize the 1995 era Williams team as a non works entity?
thats probably going too far off topic and the line gets blurred for a few of these teams anyways, so to try to flip it back let me ask, is there an underlying belief here that if a team doesnt have a legitimate chance at winning a race (or even a point capable scoring car) that they should be more open to developing drivers even if it comes with a cost/risk of limiting the development of their car?
