It seems to be more a way to make drivers put in time in Indy Lights and make extra cash for the series. But I doubt they'd slow anyone who showed up with cash and has a racing pedigree. If a cash flush kid shows up with zero oval open wheel and no top level road course racing I think they'd involve the rules but I can't see many people who aren't Indy material not have time in a Lights car anyway. I understand, and actually think they should expand to Texas and maybe a mid oval, Indy rookie days. I don't care how much you've run anywhere else, Indy is a different animal and even Alonso thought it was very helpful if I recall correctly
