The €150,000 limit was in the S2000 rally regs, I don't recall it being a requirement for touring cars.

Problem is 150K just gets you the bare minimum base car. If you want to be competitive then you'll need the latest spec engine / suspension / ECU / gearbox / etc upgrade, all of which will cost you extra.
