You'll never convince a 'Flat-Earther' that this planet is spherical.

Possibly the rule change has been put in place just to stop unnecessary spending on wings that flex. Maybe everyone now knows how Red Bull do it, but it costs a small fortune to put it into practice.

How do we know the wing is not doing x, given that we know wings will always do x?

We have a test that will tell if the wing is doing x or not.

The wing passes the test. The wing is officially not doing x.

I watched the Red Bull wing flex test this weekend, it is clear from the test procedure that the 'flex' is measured as a displacement from the center of the wing to the outboard ends of the wing. If the center of the wing moves downward along with the rest of the wing (or by a lesser amount but still keeping the relationship to the wing tips in spec), the wing passes.

That said, one of the scrutineers had occasion to grab the nose of Vettel's car after the race as it was shuttled around in Parc Ferme, and they didn't feel that it was flexy, for whatever that's worth.
