It's only the main cabin area of the frame that is totally restricted by the rules.

From the main roll hoop back the design is free other than the suspension pickup points being specified to be in an exact location in space.

Likewise from the (basically) firewall forward except that there is a slight freedom with the suspension pickup points but they still need to be within a defined area in space.

So it is still handy for teams to have a rocket scientist on their payroll...
