Is Chevrolet engines right to stop Penske-centric IndyCar Series favoritism policy?

Chevrolet in IndyCar Series this season just only scored 6 wins (2 from Arrow McLaren SP, 1 from Ed Carpenter Racing and 2 from Team Penske) and proof Chevrolet will no longer have Penske favouritism anymore. Chevrolet already learned from Honda not to favouring each team in IndyCar Series.

Chevrolet favoured Penske IndyCar team by won races and titles back in 2017-2020 but other Chevrolet-powered teams endured winless until 2021. Last time Chevrolet won the IndyCar Series title but not from Penske team was 2016 when Scott Dixon sent Ganassi to the title
