I'd love to be corrected if I'm wrong, but I suspect a lot of those 'vantage points around the edges' are innaccessible - or at least too much of a chore for the average spectator to get to. Some quick Googling suggests this exact issue - plus the lack of facilities anywhere other than the main grandstand/pits area.

Either way, lack of spectators at Portimao is a tale as old as time itself for anything other than F1.
