Pit lanes are usually pretty narrow and split into two - a "fast lane" and an "inner lane". Working on the cars is only permitted on the inner lane. Now if you have two cars side by side in the fast lane, which is designed to take one car only, then you hugely increase the risk that someone in the inner lane working on a car could be struck by a fast moving vehicle.

For those unfamiliar with this concept,it is called 'overtaking' (see http://en.wikipedia.org/wiki/Overtaking ).In F1 racing it is done to gain an advantage over your competitor. In recent times the pitlane has become a sort of 'passing place' where cars overtake without actually overtaking. This is thought to be exciting by some.

I'm not condoning "overtaking",I'm merely pointing out that it does happen occasionally and seems to go unpunished.

Cars may only overtake once and each driver who overtakes another car on the track after the first overtaking action will be penalised 5 seconds for each successful attempt.
This is because overtaking is dangerous and must not be encouraged.
Unsuccessful attempts will not be penalised unless they take out their fellow competitor. Then a 25 second penalty will apply.....
