There was a great article in the shortlived Touring Car World Magazine about the STW/BTCC 406s. To summarize, the STW 406's success was due to it's more powerful (Pug Sport developed) engines and having an aero pckge properly suited to the German tracks. MSD had to develop their own engines and modify the STW aero kit to run on BTCC tracks. The STW aero kit was more for highspeed aerodynamics of German tracks while the BTCC needs more handling/grip oriented aero kit.

It took 2-3 yrs after the Pugs withdrew from the STW that the STW spec engines circulated around the rest of the world. The engines really made the existing 406s much more competitive, especially in the ASTC!

Why did other teams (who were official Peugeot entries) not get these Peugeot Sport factory engines?

The STW 406 team was a Works built/run team. The other teams like the BTCC, had Works money, but since they were built/run by engineering/private teams, Peugeot didn't want their engine secrets being copied. The BTCC/other teams were supposed to work together with Peugeot Sport to build/run cars. However, Peugeot Sport concentrated more of it's efforts on the STW, so the other teams got much slower help/support. MSD remarked they often had to work solve design/build issues on their own. But after solving them, Peugort Sport would notify them of the fix. So they wasted their time/money on issues that Peugeot Sport (STW) already solved.
