If the other residents couldn't afford their five hundred pounds a month maintenance money and were letting the garden grow wild, then why shouldn't he? I'd think he'd be well within his rights. And there'd be no use in the residents complaining to the local Parks authority - it was private land that they allowed to deteriorate...
