I can only think they are fuel saving. Davey Hamilton on IndyCar radio mentioned it during the race yesterday, as well as in previous road races this year.

It actually took me a minute to remember there was an early caution, mid way through I almost thought hey it's got a chance to be caution free today
Yeah, the fuel strategies are so well developed there isn't much variation so we kind of end up follow the leader and Dixie ends up 3 laps later each time and to the front.
The last 3 races are new to the series regulars so maybe a bit of a mix. They tested a few times but at least a chance we'll have some oddities happen
