It seems that "A-seeded" means top ranked team of Team ranking.
And Pre-qualifying session is not introduced next season. So, it seems "can participate" means "entry rights." |

Twitter rumor about 2017 GT300 seeded system.
https://twitter.com/hidekanchan1976/...17249845522432 *Maximum entry number will be 48 cars including GT500 cars. *A-seeded team: top ranked team *B-seeded team: long time participating team(?) *C-seeded team: others *There is a reshuffle of seeded rank by the result of first 2 race of next season. *A/B-seeded teams have an exclusive right to use one pit garage space. *C-seeded teams must share pit garage space by more than one team. *C-seeded teams can't do entry for SUGO and Chang. So you mean A-seeded team is for top 15 ranked team as refer to team ranking for 2016 right?? By the way, Team Taisan (#26) and Car Tokai Dream28 (#2) are considered the B-seeded team right?? |

So at least 18th position (of Team ranking) is top ranked team. Cars Tokai and Team MACH will be the B-seeded teams. |

Biggest problem will be for the LM Corsa Lexus. Even if the car will be competitive next year, they're going to get screwed if they cannot enter two championship rounds.

Let's say the team currently leading the championship, and the team won't able to participate at Sugo and Chang (based on 2016 result). They must be ****ed off with that. |

Remember that under this rumoured system, the A-Seed teams will likely be reshuffled after the first two rounds of the season (and if I'm Bandoh-san, this absolutely should happen). #60 LM Corsa still has a chance to make all the races, but it's absolutely imperative that the new RC-F is competitive right off the bat to qualify for A-rank Seeding.

Their B-team does qualify though, but I hope they continue to use the Ferrari next season for the sake of variety

Team MUGEN (#16) will replace withdrawn Team Drago. |

Mugen will then become the Honda factory team kinda like Nismo with Nissan, right?

Yes.
MUGEN is already operating Team Kunimitsu (#100, works team) car. So #16 car will be the works team as well. |

It's difficult to define factory team/works team.
As for Nissan, Nissan is managing NISMO directly. So NISMO is a factory team in name and in reality. But in Honda, Team MUGEN and Team Kunimitsu are independent team/company. (MUGEN isn't a subsidiary company of Honda.) Therefore they are the works teams which means that they get 1st treatment from Honda. |
