I would assume so - it was all done officially. We were directed to the appropriate positions at sign on, and the stewards (FIA I suspect) did their usual drive by while flags were being displayed from their allocated positions. Exceptional circumstances and all that, and I'd be very surprised if appropriate permissions/agreements weren't gained beforehand.
