Call it "The Paul Tracy Rule"
Found this on another site, just as I was listening to that incredibly annoying little twerp scream "He passed me under yellow! He passed me under yellow!" on SpeedTV. Could we guess that this is supposed to keep that problem from cropping up again?

Has nothing to do with paul tracy, has to do with green finishes at tracks like Chicago/Michigan/etc
