When i spoke to the ACO to get my race tickets, they said they will all be open, but things could change.

A friend of mine contacted the ACO regarding campsite opening times, and they will open on the wednesday at 14.00hrs. I'll be there 9.00hrs. to try to get to the head of the queue.

After hearing that the scrutineering was closed to the public this comes as no surprise, hard to stop people going to scrutineering if they are already in the circuit

There will be nothing to go to. You'd be lucky to get a couple of dozen people in that area - at normal times. There is no chance of any members of the public getting in there. You won't even be allowed to get close....

Yes it will be in the technical bays between the hospitality paddock and the circuit. The administrative scrutineering will be up at the welcome centre.
The public will be kept a long way from the cars, as you say
