f3000 wheel bearing removal and preload

Hello all.
Im trying to remove the the wheel bearing hub nuts from my lola, but so far ive been not lucky.

I made the sockets for the nuts, and tried by myself with the upright locked on the wheel, but are so tight that i can not prevent wheel turning.

I did not pre heat the area, just applied some rust remover as are a bit rusty, I also tapped the notches a bit but nothing.
I should make kind of jig for the hub in order to remove it or there is a simple way to fix these hubs somehow ???

Next thing is I do not really understand the drawinds in the user manual about how to setting bearing preload , can anybody help me to understand what this pre setting jig in the manual is and how should be used ???
