I heard about this a couple days ago. It makes me think there are a bunch of people in a room with no idea what to do, so they ask the masses to give them some ideas.

They are asking for blank sheet designs, so they must have a large car park area as a fallback.

I looked at the google aerial maps of the city. Anything near the city center seems to be made up of a lot of hexagons everywhere. No wonder they are looking for help...it's a crap map to start with! Every turn along major roads is either 30, 60, or 120-degrees, and many of them have a round-about.
