This seems like a badly worded report and has come up with an ambiguous statement. The way I try to see it: if the FIA impounded engines in between races so that they will run the full 700 kms, then cars will be more likely to run them during Saturday's 2 practice sessions before second quals. However, I simply cannot see the FIA keeping facilities to store and guard all engines used in a GP in between races. Maybe I am reading it wrong, because I don'tmake much sense to me either.

I like the present rule where cars are put into parc ferme after quals 2 to prevent the richer teams using qualifying engines. The whole thing became silly because none of teh richer teams could gain an advantage over the other, but it made for a very expensive charade to provide these more powerful but less reliable engines. I don't think this method of getting rid of qualifying engines has harmed F1 in any way, because if teams did develop engine problems during quals, the stewards permitted a change of engines anyway.

fair point, it just seems all this Rhetoric (FIA)and rule changes seems to have changed very little to me. The top 5 are still the top 5 etc.
