Yeah I'm pretty sure it compares 2001 and 2002 qualifying times for the 10 returning teams. Minus meaning an improvement and plus a worse time.

Oh damn, I should have explained this! My sincere apologies. This is the a comparison of the difference in qualifying times for the teams in each race so far. In other words, Renault has improved an average of 2.4315 seconds over the past 4 races. In Australia it was an improvement of 2.325s. In Imola there was an improvement of 4.096 seconds. Jordan on the other hand, has added 0.5193s to their average qualifying time. Renault is obviously the big mover up the grid and Jordan down. Williams has improved a little more than Ferrari so far. While BAR seems to be making a somewhat steady improvement after a bad start to the year. Hope this helps.
