DMN and CANNONS MSA Driving standards regs

Can anyone advise on the following please ?
There has recently been publicity (MN) re maintaining high driving standards in the DMN, and the introduction of yellow cards ( hopefully not required ) for offenders.
The relevant section re driving standards in the regs is 4.2. the relevant section inthe CANNONS MSA regs is 4.2 and is identical apart from there being no reference to points deducted, as it is a series, not a championship.
My question is, how exactly will the yellow card system work ? - In conjunction with observers reports,COC, Stewards etc or is it independent ?
Also as the written SR's appear to be the same (although I'm getting old and may have missed something) will this also apply to the CANNONS MSA series ?
There is no hidden agenda here, just trying to get it clear before the season starts- although it has to be said with a specific interest in the answer relevant to the CANNONS MSA series.

It became obvious, during 2007, that a competitive championship like DMN would have one or two "incidents". There is always a fine line between avoidable and unavoidable contact, so at the end of year drivers meeting a few measures were put in place to try and assist the "referees" (clerks, observers etc). Firstly, for DMN, rear numbers are going on all cars and clearer door numbers are being made standard. Secondly, the championship clerks (who will also be at most of the tin top races) have identified a couple of "volunteers" to assist with observing driving behaviour. Its a bit like having an extra pair of eyes, and is no different to what some of the classic saloon categories do. The clerks will have final jurisdiction, but it is an effort to make sure as many facts appertaining to an incident are available. In other words if you behave yourself you have nothing to worry about, as you said the vast majority of club competitors race very cleanly and enjoy their weekend's sport, but it has become noticeable that some peoples idea of close racing just goes a bit too far.

I should be out by the end of April (27th) will probably miss the first round at Lydden. Phansa's car is ready, but he's a bit tied up at the moment. Andrews car is running well, and he's found out what was causing the driveshaft failures (broken diff) - He's got a brand new quaife diff half in, and should be out sometime.
