Q21. This is an easy one, Graham.
Mercedes. Q22. This is a little bit more difficult to answer. You say, in 1896, the first speeding ticket was issued. But I know of a story from 1872. In Duluth, Minnesota, someone got a speeding ticket because he drove faster than "the walking gait of a man", as it was described in the law. |

I thought Q21 might be easy.
I think for Q22 we should probably accept either answer - the answer I have is 2mph, which I presume is a traffic limit imposed on cars. |
