Impressive

Not bad! Not bad! Like the way the track flows through that park and how it runs into the downtown section. But I would actually tell the audience where this track is located. But apart from that, a good circuit that I would give 9/10.

It is located along Pershing Ave, in front of Union Station, up the hill around the Liberty Memorial, and then down through the area of Crown Center

It's actually quite easy to find on googlemaps. great track. Especially turn 3 is spectacular. I'd loose the last few turns. They don't add much. Just go left at 13.

The roundabout and parallel section should be run the other way.

From the current direction there is a cars approaching a 90 degree corner with cars running perpendicular to it. If a car hit the wall straight on, it would push the wall out onto cars on the other side.
Run the other way the approach to the round about is the long run, the exit from the round about has cars running parallel but then turning away.

Personally not to my taste, but as I've commented before I'm not big on street circuits

Great location. Logistics and public transport already in place, minimal disruption (although i'm sure the merchants would complain.

But, woe betide anyone getting in the way of women buying shoes........

Looking at all the 90 degree corners on your Mall circuit, I get memories of the Detroit Downtown street races from the late 80s and early 90s: very stop start. I think there should only be one circuit of this type on a series calendar, if any.

But then, that is just a question of style. I guess it's still fast enough to be able to provide some good racing despite being a little on the Mickey-Mousey side of things.

The only part I don't see the idea behind here is the top right section, with the short straight sections connected by right angle turns. That's a section where the straights are way too short for overtaking and the turns are way too slow for exciting action. The right angles make this one a bit too stop-start, IMHO.

Another thing I'm not sure about here is the room for the pit and paddocks. I'm not sure there's anough room between the home straight and the water there.

The S/F straight and the straights before and after it look great though.

Eh, have you checked the roads where you placed your track? The first part is great (although I would have created a chicane between turn 5 and 6) But from turn 8 to 12 the roads are not wide enough even for a mini cooperrace.

i've been designing street circuits in google earth for quite a while now and only a month ago found this website lol.
this is one of 48 tracks i've designed

here's one on the French Riviera coast. about 45 or so miles from Monaco. track itself is 2.24 miles in length
it even has a tunnel, but it's closer related to Suzuka hahaha

and the tunnel/cross

Way too tight for any sort of racing in my opinion. Even tighter than Monaco.

There are a few issues with your track. At turn 5 your proposed track heads straight into the pitlane. That gives no room whatsoever for runoff. The straight heading into it is not that long, but with fast cars (I presume indycars and/or ALMS are the series you're thinking of) speeds will still be quite high.
Runoff is also an issue at the last 90*-corner. There is room, but it will block the lightrail from running. Given the number of roads the track will block, and the number of parkinglots that won't be available, public transport will be important to transport the fans to the event.
I've edited your track, to solve these problems.

After turn 3, I've creates a sort of esse-section on a parkinglot.

The long western straight is moved 1 street to the west. At the end, runoff is available, and at the brakingzone there is room for a very large grandstand, giving a lot of people the opportunity to sit at the place were most action is to be expected.

The last corner is now a chicane, a type of corner that was not available in your proposal, adding to the variety of the 90-degree-cornerheavy track.

A few other observations. First: especially at the first part of the track, the track must be repaved. The tarmac is really at a poor state, at least when Googles streetviewcar drove there. But also at the long straights the driver may suffer from the bumps. Probably for rainwaterdisposal the roads have a large crown. At the intersections this will be severly noticed.
Secondly: the amount of parkinglots and the width of the roads in the area is staggering. How many cars do the Minneapolisians have? Well, it makes staging an event like a motorrace easier, lots of room for the track, paddock and grandstands.
Third, even more than parkinglots, the amount of churches is very high. Will there be fans at the race, or will people only come to watch qualifying, and be in church on sunday?
