Minardi-European in 2002 - which I think were derived from the engines Arrows developed.

Proton could be capabel of making a good engine, and it'd be good from a marketing perspective for Sauber, as they have such strong Malaysian connections.

No, the European engines of 2002 were an old Cosworth design if I remember correctly. Minardi bought the rights to them.

Arrows built in-house engines in 1999

Before that... I think Arrows may have been in-house for engines in 1995 or 1996.

Ferrari have always had inhouse engines.

none of the big players have ever made their engines in house... im thinking (but i could be wrong, that Ligier had in house engines in the early 90's)

AFAIK Ligier never had in house engines . only Matra ..

Footwork then ?? i know one of the middle of the road teams did in house engines in the early 90's

they had Hart&Cosworth engines i think

Yes,as red says they had intended right from the start to make proton f1 engines.
That's why the huge price sauber was (at first) paying ferrari.The 'technical exchange' -as peter sauber put it- ended about '99 if i remember rightly.
It's **extremely** unlikely that sauber are still paying the rediculous amounts that they are often missquoted to still be paying
The early price was for an engine supply *and* lots of help to design their own engine.Sadly most journalists and fans still use quote amount as what sauber are still paying
