Bathurst - State Government

Wouldnt this be great if the now State Government got hold of it.

THE authors of a feasibility study into a second track at Mount Panorama have recommended that complete control of the iconic circuit be handed over to the State Government.
The findings of AECOM’s six-month, 119-page feasibility study were made public yesterday, with the State Government deciding to defer any plans for a second track in the short and medium term after the study found it would not be financially viable.

But another notable finding was the recommendation that a new State Government entity be established to take control of Mount Panorama.

Bathurst Regional Council currently administers Mount Panorama and draws millions of dollars a year from hiring out the track.

That revenue would be lost if AECOM’s recommendation was implemented, but Homebush Motor Racing Authority CEO Bryan Hardman admits that is unlikely to happen.

“There was a recommendation [in the study] that a special purpose vehicle or entity be established to look after the master plan of Mount Panorama,” Mr Hardman said.

“It would basically be a Mount Panorama Authority that would take over the running of the circuit.

“However, I can’t imagine Bathurst Regional Council would support that position and I’m not sure a special purpose vehicle would suit this situation.

“Council currently has control of the circuit and that would be overridden, and any revenue they currently get from the Bathurst 1000 and other events they would miss out on.”

General manager David Sherley was working through the study when he spoke to the Western Advocate yesterday, but he expressed doubts that a new body could run the Mount more efficiently than council.

“Council notes the suggestions about the creation of a special purpose vehicle to run the facilities but at this time we do not believe that such a proposal is the way to go,” he said.

“It’s hard to see how the creation of a corporation that employs a separate CEO, CFO, operations manager, contracts and procurement specialist and tourism specialist could be cost-effective.”

However, he welcomed the release of the study.

“We haven’t had a chance to read the full study yet but I welcome it to give us suggestions to look at the development and better utilisation of the Mount precinct,” Mr Sherley said.

“We’ll use the report to see what infrastructure recommendations are made for the Mount and utilise it to lobby state and federal governments for funding to continue the capital upgrade of Mount Panorama precinct that has occurred since council acquired the Pit Paddock complex about 10 years ago.”

I struggle to see that being involved in a very large Motorsport Park (Infrastructure) is a core task of Local Government. who is the biggest inputer of Funds? that could drive the decision making process. BRC could still earn revenue from the events as the road itself is nominally a "Local Road" and therefore subject to approved road closures for the said events, these closures could attract a Fee. if Council is not employing any extra staff to manage the whole thing then i would suggest that they have surplus to the real needs of Council and i find that hard to believe in this day of local government Financial and Transparent accountability. I for one would prefer a separate entity setup to manage it outside of Council so as to remove it from the Political arena.

Have camped at ReidPark for the races since 1970,used to be free to camp and the Council left firewood around.Now it casts $150 per car to camp,no firewood and virtual fun free zone .This year got breathalysed 5 times,sniffer dogs through the car twice,and a mouth swab drug test with a 20 minute wait, all to get in and out of the CROWN LAND on top of the hill.On top of this another $200 entry ticket.Advertising hoardings dot the spectator fence from Skyline down to Forest Elbow blocking views and photo taking.
What would a state government do about all this rip off and police state atmosphere ?

As it is the police driving the police state atmosphere then it would only get stronger.

Costs? If the cost of a state authority needs to be covered then I'd imagine that there'd be increases in that area too.

All that needs to happen is for the current state government of incompetent, irresponsible, half witted, immoral, deceitful, useless goons to be thrown out of power on the 26Th of March and then see what a new government can do. I don't condone the state government taking control of the track they should however add more funding to the place.

* BRC needs to raise money to maintain the public area that is open all year round. Solution, move to Bathurts get elected to council and change it . Then increase the rates of the local population for a once a year event.

* take control of the Mount, then Eastern Crek and Homebush, roll into one organization , run out of the Homebush and watch the dollars run down the mount to Sydney

Hopefully this will not happen, the BRC has done the hard yards so let it keep going, put into the hands of Sydney and watch it falter.

As I have posted in the past, remove the bogan element out of the the 1000, so us motorpsort fans can enjoy racing, unless we want to go back to the good old days of druken bumms, burning everything, being abused for not showing your t***, yes the good days of bogans.
