EERO, I think if you check back to the first year of the 1.5 L regs, there really wasn't that much difference between the cars from the previous year except for that stupid engine. In fact even after Lotus had a new chassis for Clark, a driver with the previous years chassis in a private team was also competitive.
However, my later post above stated that this resulted in closer racing because that was when slipstreaming was made very effective. To show what I meant when I said that reg nearly destroyed F1, we can have much more exciting racing if we banned today's F1 cars and put all these drivers in F3 cars. There would be closer racing and overtaking galore, but it would not be F1.
Regarding Kimi Raikonen's statement, I always felt, but did not want to point the finger, that he said that to justify his inclusion into F1 with very little racing experience. I have not heard any other driver express sentiments remotely close to his. I do remember that many expressed reservations about Mosely allowing Kimi to get a super licence with so little racing experience. The exception rule certainly was not made for an inexprienced driver to be given a super licence that easily.
