Not sure about April, but after maybe the top 12, the (other) drivers in F1 are qute a joke in my book. Even the top 12 ain't so hot. Worst grid ever I'd hafta say. But that's another topic isn't it?

Actually it is quite normal to spray a cement water mix on to sandy areas in order to stabilise a surface.

Also you can spray apply grass by mixing the seeds with mollasses and then spraying it on the areas you wish to seed. The problem is that if its a bit breezy the control goes and you finish up with grass growing on trees.
